Contaminants Found in South Florida Floodwater

Bacteria and pathogens: Vibrio vulnificus (naturally present in Gulf and Atlantic coastal water), E. coli, Salmonella, and other enteric pathogens from sewage overflow are present in virtually all South Florida floodwater. These organisms can remain viable on surfaces and in building materials for days to weeks after flooding, creating ongoing infection risk for anyone working in or reoccupying flooded spaces without proper PPE.

Mold: Category 3 floodwater provides the moisture substrate for mold, and the organic contamination in the water provides additional nutrients for rapid fungal growth. Chemical contaminants: Petroleum products from flooded vehicles and storage, pesticides from flooded agricultural areas and residential pest control storage, heavy metals from coastal sediments, and industrial chemicals from flooded commercial properties all contribute to the complex contamination profile of storm surge and floodwater.

Marine toxins: In areas affected by active red tide blooms at the time of a storm event, brevetoxin-contaminated coastal water may be part of the surge. Post-surge decontamination protocols should consider this possibility for any property in the coastal flood zone during active bloom season.

Safe Re-Entry and Remediation Protocol

Do not re-enter a storm surge-flooded building until local authorities have confirmed the structure is safe (no gas leaks, no structural compromise, utilities secured), floodwater has receded, and you have appropriate personal protective equipment: N95 or P100 respirator, nitrile gloves, eye protection, and waterproof boots at minimum. Category 3 floodwater poses genuine infection risk through skin contact and inhalation.

Once inside, document everything photographically before any cleanup begins — insurance documentation is critical and conditions change rapidly. Extract standing water as quickly as possible using pumps, wet/dry vacuums, or professional water extraction equipment. Remove all Category 3-contaminated porous materials: carpet, padding, insulation, drywall to at least 12 inches above the flood line, and any wood framing with visible mold or sustained saturation.

Structural components — concrete block, poured concrete, ceramic tile — can typically be decontaminated in place with appropriate biocidal treatments after cleaning. Non-porous surfaces should be cleaned of all visible soil before any biocide application. Post-Flood IAQ Testing Before Reoccupancy

Before reoccupying a storm surge-flooded space — particularly one that has been remediated and rebuilt — professional IAQ testing establishes a clearance baseline. Air sampling for mold, surface sampling for microbial contamination, and VOC screening all have a role depending on the nature and extent of the contamination event.

Florida law requires that any mold assessment and remediation clearance testing be performed by separately licensed professionals. Clearance testing should demonstrate that indoor mold spore concentrations are at or below outdoor control levels, with no elevated water-indicator species present. For Category 3 events, surface sampling confirming the absence of pathogenic organisms may also be warranted.

Rebuilding with flood-resilient materials — cement board instead of gypsum, closed-cell foam insulation instead of fiberglass batts, ceramic tile instead of carpet — significantly reduces the scope and cost of any future flood event.
